In order for a community to be progressive, you need new ideas, new perspectives, and new people. There are several ways to accomplish this; however one of the best ways is to bring in new people who have a different set of experiences. Otherwise, the response you hear is "we've always done it this way," which doesn't do any of us any good.
If I were on the selection committee (which, why not have a community member be involved in the process) I would look for the following: a highly educated individual with a degree in Public Administration proven track record in a community at least 50,000 pop or higher accomplishments including attracting and retaining businesses / diversifying the economy values community involvement and has an 'open door policy' with residents fiscally responsible; proven track record in securing other funding aside from taxes (ie grants, public private partnerships, etc) a true leader, with examples and references checks on specific examples of being a leader a visionary
